Bungay Town Council - Council Minutes

Minutes of the September meeting of this Council held at the Council Chamber Broad Street on Monday 18th September 2006 at 8pm. Before the meeting commenced prizes for the Garden and Business Premises Competitions were presented.

Present were Clls Evans (in the chair), Caswell, Curtis, Derges, Fisher, Jervis, Palin, Revell, Warnes, R Went, S Went,and Wolfenden.

1. Apologies
Apologies were received from Clls Groom and Woods

2. Interests
Clls Fisher, Jervis, Palin, R Went and S Went declared an interest in matters relating to Bungay in Bloom. Clls Caswell, Fisher and Warnes declared an interest in matters relating to the Christmas Lights.

3. Minutes of the last meeting
The minutes of the meeting held on 17th July 2006 were approved and duly signed.

4. Matters arising
Cll Palin reported that the All Hallows meeting would now be held on 27/9/06.
the Clerk reported that the new post box for the Riverside Centre had been ordered.
the Clerk reported that Bungay High School had offered an invitation for members to visit the School and asked for suggested dates. Friday 13 October and Monday 16 October were proposed. The Headmaster hoped to attend a subsequent meeting of the Council.

5. Correspondence
The following correspondence was received:-
Mrs Y Baynes, President Chamber of Trade, suggesting the erection of finger posts in the town. It was agreed that this matter be referred to the Joint Tourist Committee.
Notice that the next meeting of the Tourist Committee would be held at the Castle Visitors Centre on 4/10/06 at 7.30pm.
Suffolk County Council (SCC) minerals specific site allocation and issues and options report. Summer issue of Suffolk View.
Report from Mr C Reeve on Rural Community Projects. Copies were distributed to members.
EEDA with an invitation to attend the Celebrate Awards ceremony on 5/10/06. The Riverside project had been shortlisted. Cll Evans and Mr C Reeve would attend and Mr H Birch would be invited.
Southern Norfolk PCT explaining the PCTs position on reduction of use of beds at All Hallows Hospital as part of the steps they are taking to address the deficit they are facing. 6 fewer beds would be paid for during the period October 2006 to April 2007.
Bob Blizzard MP about references in the WDC Core Strategy to the environmental impact of a A144 Bungay Bypass.
Mr M Twaits about the need for parking restrictions in Nethergate Street. The Clerk reported that restrictions should be limited to the east side as, provided parking was not permitted on this side, emergency vehicles would always be able to use the street because they could if necessary mount the pavements on this side but this would not be possible on the west side. As proposed, residents and others would still be permitted to park on the west side. It was agreed that this be recommended to SCC.
Copies of e mail correspondence with SCC about the need for additional signing on the bypass to make the north-south HGV ban effective. SCC agreed to review current provision and make further proposals. WDC advised that there may be an opportunity for a member to attend Planning Peer Review session. Cll Evans said that he could attend.
SCC, Suffolk Fire Authority draft integrated risk management action plan 2007/2008.
WDC advising that the option to ward Bungay for Town Council electoral purposes would not be put forward in the near future. It had originally been suggested that this option would form part of the electoral changes at WDC.
WDC giving notice of an appeal by Saliscrown Ltd against refusal to grant planning consent relating to 42 St Mary's St and 1A Priory Lane, Mr & Mrs Moller relating to Orchard House, St Margarets Rd and James Hartcup relating to 1-3 Cross St.
WDC giving notice that the 3 new dwellings at the former veterinary surgery Bridge St would be known as 32a, 32b and 32c Bridge St and the New House, Laburnum Rd at that location.
SCC about improvement works at St Marys St and Market Place.
SCC with details of events at Lowestoft Record Office.
Mrs V Page about the resolution of a breach of copyright problem relating to the Bungay Town website. Compensation in respect of this had been donated to Bungay Honeypot Centre Development Fund.
SCC asking the Town Council to fund the energy and maintenance costs relating to additional lights in Boyscott Lane at a cost of £30pa. This was agreed. Correspondence with Mr K R Andrews about planning consultation where members served on both the Town and District Councils.
Environment Agency canoe access presentation, Riverside 3/10/06. The Town Mayor and the Clerk had been invited.
Mr C Reeve, copy of a letter sent to Anglia Regional Co-op about the adverse effect of the opening of the Rainbow Superstore upon the town centre economy.
SCC HGV incident record forms.
WDC notice of Area Forum at Bungay Community Centre on Wednesday 25/10/06 at 7.30pm.
Ditchingham Parish Council requesting that BTC place a dog waste bin at the Bungay end of Falcon Meadow to complement the one which Ditchingham PC were proposing to place at the Ditchingham Dam end. Litter working group would consider this.

6. Planning The following plans were received :-
W19831, Mr P Walker, construction of a rear extension, 20 St Johns Rd. Approval recommended.
W19820, Mrs C Sampson, construction of a granny annexe, 23 Beccles Rd. Refusal recommended. It considered that the proposed annexe would have a very adverse impact on 21 & 25 Beccles Rd.

The Planning Committee met on 24/8/06. Present were Cll Evans, Fisher, Palin, Warnes and Wolfenden. Apologies were received from Clls Curtis, Jervis and Woods.

The following plans were considered:-
W14943/1, Mr D McMorran, 2 replacement sash windows to front elevation, 20 Southend Rd. Approval recommended.
W14884/2, Bungay Town Trust, construction of single storey rear extensions and demolition of boiler house, St Edmunds House, Outney Rd. No recommendation was made on this plan because of councillors membership of the Town Trust.

The Committee considered the WDC document The Approach to Future development in Waveney to 2021 and made recommendations relating to policies, 7, 9, 11, 12 and 14. Residents had reported problems caused by parked cars in Nethergate Street. Consideration to be given to recommending parking restrictions in this street. It was reported that the police were dealing with anti social behaviour by youths in Kings Rd.
It was noted that benches had been damaged at the Common Playground and the information sign at Bungay Staithe was badly faded. It was suggested that signs at Outney Common were needed to indicate that public parking was permitted on part of the car park. This would prevent parking at the approach to the access road.

The Planning Committee met on 4/9/06. Present were Clls Evans, Curtis, Fisher, Palin, Warnes and Wolfenden.

Plan W4592/19/20, James Hartcup, redevelop existing store and renovate fabric to create a restaurant space, 5 Earsham St. Approval recommended in principle but planning officer asked to consider whether the impact of the proposed restaurant and kitchen facilities on the flats on the eastern side of the courtyard is acceptable.

The following decisions were received from WDC:-
W 19686/1, Mr M Doubleday, construction of a 2 storey rear extension, 28 Queens Rd. Approved.
W19738/1, Mr P Corke, replacement of front facade following impact damage, 2 Aldeby House, Market Place. Approved.
W14960/5, SCC, part enclosure of internal courtyard to create office and conference room, Bungay Middle School, Hillside Rd East. Approved.
W14884/2, Bungay Town Trust, construction of single-storey, rear extensions and demolition of boiler house, St Edmunds House, Outney Rd. Approved.
W29/1, Cripps Developments Ltd, replacement of cornershop with 2 bungalows, corner of Hillside Rd East and Annis Hill Lane. Approved.
W12996/3, Clays Ltd, change of use to provide a temporary car park for 2 years, Clays Ltd, Broad Street. Approved.
W19772BA, Mr O Barnes, construction of a workshop, 18 Nethergate St. Approved.
W12444/3/4, Mr P L Wood, completion and conversion of out-buildings to granny annexe, 28 Bridge Rd. Refused.
Wl 1608/13/14, James Hartcup, conversion and extension of store to create dwelling, 1-3 Cross St. Refused.

7. To consider donations to Bungay in Bloom and the Chrismas Lights.
Grants of £200 to Bungay In Bloom and £1500 to the Christmas Lights were approved.

8. Report on local policing matters
Sgt Goodfellow's reported 49 reported offences over the last 2 months. These included 2 offences involving Class A drugs, theft from a car and minor criminal damage. No burglary offences were reported. Police were working with residents to deal with problems in Kings Rd. The Bungay/Beccles Police Area was the best performing area in the county in terms of detection rates.
Cll Evans asked about police efforts to enforce the HGV ban. Sgt Goodfellow said that it was necessary to establish that HGVs were through vehicles.

9. Operation of the Riverside Centre
The Clerk reported that the new post box for the Centre had been ordered and delivery was expected shortly. It was anticipated that government ministers would be attending the Environment Agency event on the 3 October.
Hillside Church had resumed their use on Sunday morning.
It was agreed that there would be no charge to the Chamber of Trade for recent use because of concurrent use by the Canoe Club; the latter would be asked to pay. It was noted that the sign giving booking details had faded.

10. Council Representatives
Cll S Went reported on the proposed opening of the Fisher Theatre on 29/9/06. The Town Mayor had been invited.
Cll Warnes said that refurbishment of the Christmas lights was being undertaken.
Cll Jervis reported that a new stock of Bigod Way markers had been received and would be put up shortly. Work was needed on the Bigod Way plinthe. It was agreed that the Council would pay for this.
Cll Evans reported that Mr Stephen Archer of WDC would be attending a meeting about the proposed new Community Centre on 30/10/06.

11. County Councillor's Report
Cll Rose asked that the Council recommendations for allocation of the Locality Budget be finalised. SCC had refused to implement a 50mph along the length of the B1062 between Bungay & Beccles as requested by him. Cll Rose gave his apologies for the next meeting. Cll Palin reminded Cll Rose that road lining had still not been done and that flashing speed warning signs in Hillside Rd East had still not been installed.

12. District Councillors Reports
Apologies were noted from Clls Groom and Woods.

14. Other business of an important nature
Cll Evans reported that he had checked the position about the large garden shed in Webster St with WDC who had confirmed that planning consent was not required. In response to a question from Cll R Went the Clerk reported that he was in the process of offering the vacant allotments to those on the waiting list. A number had been let over the summer period.

The meeting closed at 9.40pm.
